在政策之靴没有正式落地的情况下,不少企业一方面害怕错失转型的机会,另一方面又担心在政策和页岩气前景不确定的情况下进入该领域后会“骑虎难下”。10月25日,国土资源部第二轮页岩气探矿权开标现场人头攒动。与一些热情高涨的投标企业代表人相比,也有不少人十分谨慎,他们到招标现场主要是为了“打探消息”。一位山东籍的民营企业家告诉记者,还在观望,因为国家现在还没有具体的政策出台,且民营企业的资金链不如国企雄厚,故贸然进入并不妥当。这位企业家并非孤例。北京德邻行远科技有限责任公司总经理、地矿研究员张佃军苦笑着说,前一阵子和一家企业洽谈页岩气招标的事,对方投标的意愿非常强烈,但在开标前却临阵退缩了,“胆子还是小了点”。其实观望者的心态并不难理解:在政策之靴没有正式落地的情况下,不少企业一方面害怕错失转型的机会,另一方面又担心在政策和页岩气前景不确定的情况下进入后会“骑虎难下”。
