必须坚持以下重要方针: 第一,保持国民经济持续、快速、健康发展。发展是硬道理,但发展不是盲目的,而是持续、快速、健康发展。持续是指国民经济要持续增长,不要间断,要保持连续性。快速就是保持经济以较快的速度增长。快,必须是没有水份的,应该是实实在在的速度。实现速度和效益统一,微观活力和宏观调控相统一,总量增长和结构优化相统一。 第二,积极推进经济增长方式转变,把提高经济效益作为经济工作的中心。多年实践证明,如果忽视效益和质量,片面追求速度,就会欲速则不达。这就要求我们必须转变传统的经济增长方式,实现经济增长方式由粗放型向集约型转变。这是我国经济建设的重大指导方针,关系到我国现代化建设的全局,必须积极行动,采取有效措施认真实施。

Second, we should actively promote the transformation of the mode of economic growth and take the improvement of economic efficiency as the center of economic work. This requires that we must transform the traditional mode of economic growth and transform the mode of economic growth from extensive mode to intensive mode. This is a major guideline for China’s economic construction.
