公民对城市管理的参与程度越来越高,市政管理者对于政府在城市管理中的定位也越来越符合民主要求。然而,我国市政管理中的公民参与还只是较低层次的参与,仍然有许多问题需要讨论并解决。本文通过对市政管理决策的整个过程进行分析,对其中引起公民参与出现问题的多种原因综合讨论,并从市民和城市管理者两个方面,提出了完善公民参与市政管理的对策及建议。
Citizens’ participation in urban management is getting higher and higher, and municipal administrators are more and more meeting the requirements of democracy for the government’s positioning in urban management. However, citizen participation in municipal administration in China is still only a relatively low level of participation. There are still many problems that need to be discussed and resolved. Based on the analysis of the whole process of municipal management decision-making, this article comprehensively discusses many kinds of reasons which cause the citizen participation problems and puts forward the countermeasures and suggestions to improve citizens’ participation in municipal administration from the aspects of citizens and city managers.
