支出预算执行进度关系着财政资金使用效益,关系着党和国家经济社会政策落实,是财政和社会各界关注的热点问题。近些年,预算支出执行进度缓慢,造成年度突击花钱,资金结转结余过多,倍受社会诟病。在预算编制管理改革和财政国库管理制度改革后,可否和如何提高支出预算执行进度?水利部作出积极响亮的回答。水利部党组高度重视,加强预算执行的组织领导,切实制定落实管理措施,确保2011年的支出预算均衡执行,进度几乎达百分之百。谢部长批示:“水利部加强预算执行管理的经验很好,要进行推广。”本刊现将水利部的经验做法介绍如下。
