(一)在全总十二届二次执委会上,尉建行同志站在全党全国大局的高度,提出了工会的工作总思路。怎样全面认识和理解这一新思路,我认为应着重从以下五方面来把握:第一,工作总思路的提出,是根据劳动关系的新变化,广大职工迫切要求工会真正代表和维护他们的利益。也就是说这个总思路的提出,是工会受经济转换驱动的结果,是市场经济发展的必然要求。工会是社会经济矛盾的产物,也是劳动关系矛盾的产物,劳动关系越复杂,问题越多,越需要工会发挥作用。在计划经济体制下,企业是政府的附属物,企业的计划和职工的福利都由国家统一“包办”,利益格局一元化,所以工会代表和维护职工利益的身份
