前不久,曾庆红同志指出,能否形成朝气蓬勃、奋发有为的各级领导层的首要问题,是用什么标准选人。现在,值得注意的是,有的地方和单位选拔任用干部片面强调才能、重才轻德,忽视对干部思想政治素质的考察。有的干部“带病”上岗,刚刚提拔到新的领导岗位,群众就反映有严重问题;有的干部犯了错误,一查早就劣迹斑斑,等等。这些问题不解决,不仅难以选准用好干部,而且还会形成错误导向。因此,在换届调整中,必须全面贯彻干部队伍“四化”方针和德才兼备原则,坚持把政治标准放在首位。
