温州企业的虚拟经营实践,始于20世纪90年代中期。而从1999年开始,虚拟经营在温州企业界,由个别企业的自发实践转变为自觉的群体创新行为。继美特斯·邦威、高邦、森马、拜丽德等一批休闲服企业虚拟经营的成功实践,温州各地的众多企业,通过实施虚拟经营,整合内外部资源,突破了企业用地、人才、技术、资金等要素制约,获得了研发、生产、销售等具体功能,从而实现了企业规模的迅速扩张。对于区域经济发展中要素瓶颈制约问题突出的地区来说,推行虚拟经营模式,无疑是一条解决问题的有效途径。
