今年以来,上海邮电部门根据中央“两个六条”和全国邮电工作会议的精神,确定了全年的十项奋斗目标。中心是抓好全面完成“六五”指标,使今年年底的通信能力比1980年翻一番,在此基础上落实好“七五”期间的发展规划,努力改善服务质量,保证通信畅通。并从搞活企业着手,增强企业活力,争取邮电企业的改革有新的突破。今年在通信建设方面,我们摸索了一些新的路子,有的已取得了初步成效。一、发展邮电通信,既要有长远规划,也要有应急措施。
