林业发展战略系指林业发展全局的计划和策略。林产业政策是政府(包括职能管理部门)以林产业(企业)为直接对象的行政干预和以“经济进步”为目标所采取的政策的总称。林产业政策应该体现林业发展战略的要求。林产业的研究就是通过对一国(或省、地区)的林产业(林业部门)内的结构即产业组织的干预来达到一个时期的目标(经济性的、非经济性的)的政策。通常所说的林业是广义的,即包括作为产业(商品性)的那部分林业和作为事业(社会公益性)的那部分林业。一般规划林业的发展,是把大力造林增加森林覆盖率作为发展林业的主要指标,其实覆盖率是一个伸缩性很大的模糊的
