近年来,我省企、事业单位对外举债和借贷活动日益增多,一些行政、事业单位法制观念不强,没有按照国务院严禁行政机关为经济活动提供担保的规定办事,仍为少数企、事业单位的经济活动提供担保,并承担连带经济责任,引起不少经济纠纷,影响了正常的经济活动和经济秩序,必须予以纠正。根据国务院国办发[1993]11号文件精神,特作如下通知:一、各级行政、事业单位应对经济担保进行一次清理,按国务院有关规定,对过去的经济担保公开声明无效,并通知协议各方。
