经过14年的漫漫历程,中国终于加入了WTO,成为这个大家庭145个成员中的一员。加入WTO是我国政治经济生活中的一件大事,对档案工作也将产生深远影响。针对加入WTO所面临的新形势,我们要勇敢地应对挑战,与时俱进,使档案工作机制适应市场经济体制的要求。一、加入WTO所带来的挑战1、对档案管理体制的挑战。加入WTO后,我国改革开放力度加大,政府职能快速转变,国企深化改制,外资企业增多,档案所有制形式多元化,必将给档案管理体制带来挑战。档案行政管理部门作为政府管理体系的有机组成部分,应将管理方式从微观转为宏观,从直接转为间接,实行政务公开,严格依法行政,积极探
After 14 years of long history, China finally joined the WTO and became one of the 145 members of this extended family. Joining the WTO is a major event in our country’s political and economic life and will have far-reaching effects on archives. In view of the new situation that China faces after its accession to the WTO, we must bravely meet the challenges and keep pace with the times to adapt the working mechanism of archives to the requirements of a market economy. First, the challenges brought by accession to the WTO 1, the file management system challenges. After China’s accession to the WTO, China’s reform and opening up more rapidly, the rapid transformation of government functions, deepening the restructuring of state-owned enterprises, foreign-funded enterprises more diversified file ownership system will inevitably bring challenges to the file management system.
