一、适应市场环境,转换医院的经营机制 在计划经济体制下,卫生机构被看成是单纯的福利单位,卫生经费由国家无偿调拨,医疗价格计划控制,远远低于成本。作为我国卫生机构之一的医院缺乏必要的经营自主权,其服务不能通过市场交换实现应有的价值补偿,不讲核算,不求效益,医务工作者的积极性难以调动,使医院的生存和发展步履艰难。单一的行政管理体制的限制,更使医院丧失活力,成为死水一潭。医院的经营机制应改变过去单一的福利型机制。第一,要明确医院在市场经济中的主体地位。医院作为向社会提供医疗服务的卫生事业单位,与社会存在着广泛而密切的联系,其卫生服务是特殊的商品,同样具有商品的某些固有的属性。第二,明晰医院产权关系,实现经营权与所有权的分离是转换卫生经营机制的关键所在。对医院进行股份制、租赁制、承包经营制的改革尝试,使之成为自主经营、自我发展、自我约束的市场竞争主体。第三,进一步深化医院内部管理体制的改革,制定完善合理的管理制度,

As one of the health institutions in our country, the hospital lacks the necessary management autonomy. Its service cannot realize the value compensation due to market exchange. It does not pay any accounting or efficiency, and it is difficult to mobilize the enthusiasm of medical workers to make the hospital survive and develop. Difficult to walk. The restriction of a single administrative system has also caused the hospital to lose its vitality and become a backwater. The operating mechanism of the hospital should change the single welfare-type mechanism in the past. First, we must clarify the main position of the hospital in the market economy. As a health institution that provides medical services to the society, the hospital has a wide and close connection with society. Its health service is a special commodity and also has certain inherent attributes of the commodity. Secondly, clarifying the property rights relationship of hospitals and realizing separation of management rights and ownership rights are the key to transforming health management mechanisms. The reform of the joint-stock system, the lease system, and the contractual management system was adopted to make the hospital become the main body of market competition for self-management, self-development, and self-restraint. Third, to further deepen the reform of the hospital’s internal management system and formulate a sound and rational management system.
