在中国特殊的转型模式下,社会保险制度转型不可避免地存在对“历史”和对“现实”的“双重”路径依赖,这使得政府责任的合理界定和化解成为社会保险制度变革中的关键与难点。政府责任面临财政责任混乱不堪、监管责任严重缺失等现实困境,其负面影响已波及社会、经济、政治、文化等多个层面。目前的困境是多种因素造成的,对此,本文提出立体型的解决方案和渐进的化解过程的总体思路,以及相关具体措施。
