在水利项目计划管理中,每个阶段都与造价管理有着密切的关系。计划投资是项目投资活动的起点,贯彻于项目的始终。工程造价围绕计划投资波动,直至工程竣工决算,才完全形成。理想情况下,计划投资和工程造价二者之间应趋于一致。但是,现实情况常常是工程造价超过计划投资,这种差距正是造价工程师和计划管理人员应该予以协调和处理的部分,以便使建设项目的实际总投资,不超过该项目的计划投资额;同时,应确保资金使用合理,使资金和资源得到最有效的利用,以期达到最佳投资效益。
