Judging from the social development, the 21st century world will fully enter the era of knowledge-based economy and create value. The most important factor is no longer the material resources and the traditional skills of people but the knowledge service and knowledge and skills of people. Labor issues in the knowledge-based economy should receive special attention. The development of workers’ intelligence and skills deserves special attention.
