四川省广元市是1985年6月才新建的省辖市。建市之后,我们抓住增强企业活力这一中心环节,进行了一些改革探索。一、增强企业活力搞活企业需要必要的外部条件。一年来,我市下放了生产经营计划、产品销售、物资采购、资金使用、人事安排等方面的权力,使企业逐步成为相对独立的商品生产者和经营者。在改善外部条件的基础上,我市积极推行厂长(经理)负责制,建立健全企业内部的经济承包责任制,使企业开始由单纯的生产型向生产经营开拓型转变,活力有所增强,经济效益有了提高。二、发展横向经济联合我市横向经济联合工作在广辟协作领域,
