日本以基本法的形式确立日本海洋基本战略计划、基本政策及海洋管理机构,是日本健全法律体系、完善海洋管理的重要举措。本文从健全我国海洋法制建设的角度出发,通过分析日本海洋立法中体现的先进海洋管理理念对我国的有益启示,提出应该制定我国海洋基本法和国家海洋发展战略及政策、大力加强国民海洋意识和海洋教育的建设,最终完善我国海洋法律制度。
Japan’s basic marine strategic plan, basic policy and marine management agency in the form of the Basic Law are Japan’s important measures to improve the legal system and improve marine management. From the perspective of improving the construction of China’s legal system of the ocean, by analyzing the beneficial enlightenment of advanced marine management concepts embodied in Japan’s maritime legislation to our country, this paper proposes that we should formulate our basic marine law and national marine development strategies and policies, vigorously strengthen national marine awareness and ocean Education, and ultimately improve China’s maritime legal system.
