公务员行政不作为不仅侵害公民、法人和其他组织的合法权益,也会严重损害行政机关的形象。深入探讨公务员行政不作为的成因及改变途径,对于促进行政机关依法行政,构建我国完整的科学行政行为理论体系,维护相对人权益具有十分重要的意义。
Civil servants’ administrative omission not only infringes upon the legitimate rights and interests of citizens, legal persons and other organizations, but also seriously damages the image of administrative organs. To probe into the causes and the ways to change the civil servants’ administrative omission thoroughly is of great significance to promoting the administration by law in administrative organs, constructing the theoretical system of scientific administrative behaviors in our country and safeguarding the rights and interests of relative people.
