作者认为，城市规划的作用，只有通过对它的实施作一番调查研究，在认识上有所突破，真正理解城市规划的内涵和本质意义，我国的城市规划才能有较大发展。文章通过对上海市城市规划体制和实践的考察，揭示了城市规划在建设发展过程中只起到部分的作用，其原因是多方面的，而调查分析也是初步的，仅可作为城市规划体系演进和改革的依据之一。
The author believes that the role of urban planning can only be achieved through the investigation and study of its implementation, and there is a breakthrough in understanding and a true understanding of the connotation and essential significance of urban planning. Through the investigation of Shanghai’s urban planning system and practice, the article reveals that urban planning plays only part of the role in the process of construction and development. The reasons are manifold, and the investigation and analysis are also preliminary, and can only be used as the evolution of the urban planning system. And one of the basis for reform.
