高考加分政策是对高校招生录取制度中唯分数论缺陷的有益补充,目的在于更合理、更公平地分配教育资源,增强教育机会平等性和公平性。现行高考加分政策范围不明确,标准不统一,随意性大,监督力度弱,致使加分政策逐渐沦为加分教育,违背了高考加分政策的初衷。通过规范高考加分的对象、项目和分值,增加政策制定过程的透明度和严谨性,可以矫正高考加分政策失灵的因素,以求最大限度地实现教育公平。
The college entrance examination bonus policy is a useful supplement to the defect of the only scoring system in college admissions system. The purpose is to allocate educational resources more rationally and equitably, and to enhance the equality and fairness of educational opportunities. The current college entrance examination plus the scope of policy is not clear, the standard is not uniform, randomness, weak supervision, resulting in additional points policy gradually reduced to education, contrary to the original intention of college entrance examination plus points. By standardizing the college entrance examination bonus points, projects and scores, increase the transparency and rigor of the policy-making process, we can correct the college entrance examination plus points of failure of the policy factors, in order to maximize education fairness.
