党的十六大提出以信息化带动工业化,以工业化促进信息化,走新型工业化道路的战略主张。党的十六届三中全会《决定》指出,完善社会主义市场经济体制要贯彻“五个统筹”,即统筹城乡发展、统筹区域发展、统筹经济社会发展、统筹人与自然和谐发展、统筹国内发展和对外开放。新型工业化道路与“五个统筹”方针一脉相承,使中国特色现代化的基调得到了进一步确定。党的十六大和十六届三中全会精神,为信息化发展指明了方向。我们有理由相信,信息化将在全面建设小康社会进程中为贯彻“五个统筹”充分发挥带动作用。
