中国社会主义市场经济道路的选择与发展,见证了改革开放进程中市场在资源配置中的基础性作用。党的十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》指出,经济体制改革是全面深化改革的重点,核心问题是处理好政府和市场的关系,使市场在资源配置中起决定性作用和更好发挥政府作用。“基础性作用”被“决定性作用”所取代,重新定位了市场作用,使市场在资源配置中的作用实现了由量的调整向质的转变。因此,理顺市场、政府、社会之间的关系,建设统一开放、竞争有序的市场体系,是使市场在资源配置中起决定性作用的基础。
