1997年以来,我国的城镇失业加职工下岗一直保持在1500万人左右。在社会保障制度本身还不完善、职工接受程度不高的情况下,我国政府采取有力的临时性措施,来解决下岗职工的生活和再就业困难。但是这种制度设计是否可靠,许多学者持怀疑态度。那么我们应当建立什么样的社会保障制度呢?首先是社会化。“社会保障”就是改变小团体保障,保险体系只有独立于企业之外,才可能具有社会共济的性质。其次是覆盖面要广。除国有企业外应有更宽的覆盖范围。第三
