为强化拖拉机、联合收割机现有档案管理工作,按照农业部颁布实施的《拖拉机、联合收割机牌证业务档案管理规范》要求,根据北京市农机安全监理工作的实际,北京市农业局编制了《北京市拖拉机、联合收割机牌证业务档案管理实施细则》(以下简称“《细则》”),该《细则》于2013年11月18日正式实施。据了解,北京市农机安全监理总站统一负责管理全市的农机纸质档案共计16万余卷,牌证业务档案是农机安全监理机构分析安全生产形势和制定相关政策的重要依据,也是复核业务程序、违法事件处理及农机事故案件处理的法律依据。
