河北省天津市第五届人民代表大会第三次会议,学习了周恩来总理在第三届全国人民代表大会第一次会议上的报告,在这基础上,听取和讨论了胡昭衡市长代表天津市人民委员会所作的工作报告,杨拯民副市长所作的天津市一九六四年财政决算和一九六五年财政预算草案的报告。经过充分讨论后,大会批准市人民委员会的工作报告,批准天津市一九六四年的财政决算和一九六五年的财政预算。
At the third meeting of the Fifth People’s Congress of Tianjin Municipality in Hebei Province, he studied the report of Premier Zhou Enlai at the first session of the Third National People’s Congress.
