一忌“急于求成”。“急于求成”突出表现在新班子刚调整之后。班子调整后,新上任的领导总希望在某些方面有大的突破,希望在短期内办好几件事情,急于尽快改变原来的面貌。这些领导的主观愿望是好的,但急字当头,欲速则不达,希望一步到位,结果可能是适得其反。这种违背客观经济规律的“急”,只会把事情弄糟,浪费人力、物力、财力,达不到预期的效果。在军事经济决策中之所以犯“急于求成”的毛病,最根本的是脱离了主客观的实际,偏离了党的实事求是的思想路线。
