在党的建设问题中提出党的决策问题,有其十分重要的意义。确立这一主题的依据是:处于执政地位的中国共产党,不仅是中国工人阶级的先锋队,而且是中国社会主义事业的领导核心,是中国各民族利益的忠实代表。因此,加强党的建设,不仅是为了保持先锋队的先进性和纯洁性,而且更重要的是忠实地代表全国人民的利益,发挥领导核心的作用。因此,作为执政党,其决策能否真正代表最广大人民群众的根本利益,应当成为党的建设的最首要的问题。党的十三届六中全会的《决定》,正是以这样一个高度,把执政党的决策放到了密切联系群众的问题之中。一、党的地方领导机关决策的位置
