自2012年成立以来,贵阳市试图打破以往生态环境行政监管体制分裂和脱节现状,积极构建生态环境治理多方联动机制、探索环境污染第三方监督等社会共治模式并取得不错效果。不过仍面临执法主体不符、执法能力不足、执法权限不清等执法困境,同时生态环境治理多方联动机制亦不同程度脱节等问题。
Since its establishment in 2012, Guiyang City has tried to break the status quo of dividing and disjointment of the administrative system of ecological environment in the past, actively building a multi-linkage mechanism for ecological environment governance, and exploring third-party environmental monitoring and other social co-governance models with good results. However, they still face the problems of law enforcement predicament such as inconsistent enforcement of law enforcement authorities, lack of law enforcement capacity, unclear law enforcement powers and so on. At the same time, the multi-linkage mechanism of ecological environment governance is also out of touch with other issues.
