回顾总结了我国电子政务建设的经验教训:盲目建设,缺乏规划和科学设计,不计成本;未能带动全面信息化和信息产业的良性发展;总结反省后开始走向护佑民生、为经济建设保驾护航之路。指出“电子政务”的根本是“政府公共服务信息化”。通过分析2009年中许多部门和地方政府信息化建设注重绿色发展、精简节约的案例,得出新的务实节俭的政府信息化建设氛围正在形成,发展融合经济民生、融合行业需要、面向公众亲民服务、朴素实效的政府信息化的新局面已初见端倪,这是电子政务健康发展的必由之路。
