高校试行党代会常任制是高校党内民主建设的创新,具有重要理论价值和现实意义。高校要推进这项工作,需要多方面努力:明确这项工作的理论依据,遵循坚持和改善党的领导、民主集中制、循序渐进等原则,并提高认识、健全制度、创新机制、因地制宜、加强研究,从而不断地提升高校党的建设的科学化水平,推进高校的科学发展。
