德州河务处,管辖海河南系德州市境内卫运河、南运河、漳卫新河道377公里,蓄泄洪闸4座,下属8个管理段,有干部职工185人。近年来,在人员增多,经费减少的情况下,处党委积极探索社会主义市场经济条件下国有水管事业单位的发展之路,富裕之路,确定了“先创业、再分流、快发展”的9字方针。全处干部职工团结一致,解放思想,面向市场求生存,求发展,德州处相继建立了工程公司、实业开发中心和物业管理部,为60多名职工安排了新的工作岗位,较好实现了单位“减员增效”的改革目标。工程公司成立3年多来,除完成本单位内水毁工程建设并打入社会承包工程,1998年
