为下岗失业人员提供免费的职业培训和职业介绍是政府实施就业政策的有效手段之一。按照中央提出的财政部门要加大对职业培训和职业介绍的补贴力度的要求,天津市制定了新的两项补贴政策,确定了更为合理的补助方式和补贴标准。总的思路是:充分发挥全社会的积极作用,充分利用现有社会资源,按照补贴标准与就业效果挂钩的办法,在充分考虑工作成本的基础上,分层次、分类别合理确定补贴标准,采取后付制的方法,分期支付补贴资金,充分发挥政府在就业工作中的指导性和示范性作用。
