防洪标准与城市的政治、社会、经济与环境等多种因素有关,这些因素均具有一定程度的“不确定性”(或称“模糊性”).本文以南方某大城市为例,介绍用模糊多因素、多层次综合评价法优选城市防洪标准的方法.先建立多目标多因素评价体系,再确定各指标的隶属函数与隶属度,用层次分析法确定各指标及效果的权重,最后定出城市防洪标准的决策向量.结果表明,本文举例城市的防洪标准提高到300年一遇为最优方案
Flood control standards are related to the city’s political, social, economic and environmental factors. These factors all have a degree of “uncertainty” (or “fuzziness”). In this paper, a large city in the South is taken as an example to introduce the method of optimizing urban flood control standard by fuzzy multi-factor and multi-level comprehensive evaluation method. First, establish a multi-objective multi-factor evaluation system, then determine the membership function and membership degree of each index, use the analytic hierarchy process to determine the weight of each index and effect, and finally set the decision vector of urban flood control standards. The results show that the example of the flood control standards in the city has been improved to 300 years as the optimal solution.
