根據蘇聯先進經驗,現行文書處理部門的立卷工作,每年根據事先擬好的案卷類目來進行。這樣可以克服忙亂而沒有計劃的工作方法,把工作效率和立卷工作的質量大爲提高。因此在蘇聯很多機關都有自己的案卷類目。編制案卷類目就其實質來講,就是現行文書處理部門進行立卷工作的開始。文件的實際入卷,要在一年內根據它陸續進行。因此,我們可以這樣說,案卷類目就是現行文書處理部門進行立卷工作的指南。那末案卷類目倒底怎樣編製呢,這就不能不成爲一個現實問題。爲了講清怎樣編制案卷類目的問題,我想分爲下列四個問題來談: (一)什麽是案卷類目及編制案卷類目的一般方法和過程;
