中共中央《关于进一步治理整顿和深化改革的决定》指出:“实行对外开放,是我国长期不变的方针.在整个治理整顿期间,必须充分利用国际上一切可以利用的条件,克服不利因素,认真做好各项工作,使对外开放与治理整顿互相促进.”又指出:“继续提倡和鼓励沿海地区发展外向型经济.”治理整顿与发展外向型经济决不能对立起来,这两者是相互促进的关系,它们的目的都是为了更好地发展我国社会主义经济建设.当前为了更好地完成治理整顿的任务和克服治理整顿中出现的新问题,即市场疲软、生产下降、资金短缺和有一部分职工停工待业,发展外向型经济更具有重要意义.
