海洋经济是未来中国经济新的增长点,广东省是海洋大省和民间资本强省,积极引导民间资本进入海洋经济领域,可以进一步激活广东省庞大的民间资本,同时契合国家海洋经济发展战略。政府要消除民间资本进入海洋经济领域的体制性障碍,引导民间资本加强对海洋科技的投入,创新金融工具,积极探索投融资管理体制的创新,引导民间资本深层次进入海洋经济开发领域。
Marine economy is a new growth point for China’s economy in the future. Guangdong is a big maritime province and a strong province of private capital. It actively guides non-governmental capital into the field of marine economy and can further activate the huge private capital of Guangdong Province while at the same time adapting to the national marine economic development strategy. The government should eliminate the institutional barriers that private capitals enter into the marine economy, guide non-governmental capitals in investing in marine science and technology, innovate financial instruments, actively explore innovations in the investment and financing management system, and guide non-governmental capital into the field of marine economic development in depth.
