党的基层组织是党执政的组织基础,是党的全部工作和战斗力的基础。党的十七大报告明确提出“充分发挥基层组织推动发展、服务群众、凝聚人心、促进和谐的作用”。这是十七大报告根据新的形势和任务对发挥基层组织战斗堡垒作用作出的新概括、提出的新要求。
The basic organizational structure of the party is the organizational foundation for the party in power and the foundation for all the party’s work and combat effectiveness. The report of the 17th National Congress of the CPC made it clear that “giving full play to the role of grass-roots organizations in promoting development, serving the masses, building the people and promoting harmony.” This is a new summary made by the 17th National Congress of the Communist Party of China in reporting on the role played by the grass-roots organizations in the battle against the bastions of the new situation and tasks and the new requirements put forth.
