直辖以来,特别是进入新世纪后,重庆市按照中国特色社会主义理论和科学发展观的要求,结合重庆总体状况呈现出企业数量多、规模小、层次低、领域宽、包袱重、运行差的客观实际,在完善社会主义基本经济制度,促进以公有制为主体多种经济成分共同发展方面进行了积极探索和生动实践,从振兴国有企业,有效、充分发挥国有企业主体作用,到助强扶弱:推动非公经济大发展,均取得了明显成效,实现了“国进民进”的良好发展势头。
