《河北日报》鉴于全省旱情的持续发展,在1月28日发表了《准备持久抗旱》的社论。社论首先分析了这次抗旱斗争是持久的,但也要作好防涝准备的特点后指出,1966年,是我国第三个五年计划的头一年。五年看三年,三年看头年,夺取今年农业丰收,不仅对迅速改变河北省农业生产面貌,胜利地实现第三个五年计划有着重大的意义,而且对加强战备,支援全世界人民的革命斗争,也有重要的意义。社论强调指出:打胜抗旱第一仗的关键,在于突出政治,做好思想工作,调动广大群众的积极因素。要组织群众活学活用毛主席的有关著作,用毛主席的战略思想武装群众,教育群众,使广大群众树立人定胜天
