目前全省棉田除长治专区及忻县专区之小部地区仍在继续播种外、主要棉区均已播种结束。初步统计全省已下种棉田四百零五万九千余亩,超过计划五万九千余亩,比去年扩大六十八万九千亩。今年我省完成棉播任务,是经过了,许多曲折过程并克服了重重困难才获得的。比之去年稳定棉田以及近几年来扩大棉田工作中所遇到的困难都要大。经过步骤有三:在计划布置初期有些专,尤其是多数县区干部对扩大棉田任务是抱有抵触情绪的,只强调了扩大棉田的困难,而忽视了扩大棉田有利条件,认为去年动员群众稳定棉田,现在又叫扩大,不好向群众开口;有的认为增产粮食既是首要任务,棉田就不需要再扩大了;还有的夸大了粮食统购统销工作及棉花收购工作中的某些缺点,认为农民不会接受扩大棉田的计划。总之,他们低估经过宣传贯彻总路线农民社会主义觉悟提高的这一极其有利条件。榆次区扩大棉田的九个重点县,其中六个县当时均表示没有信心完成计划。第二步是在省府春耕动员指示与扩大棉出指示后,各专、县均经会议讨论与具体算账,并经过典型调查及帮助先进村、农业社、互助
