阿富汗的地缘政治因素以及所蕴含的石油资源使其在“一带一路”框架下的优势非常明显。本文从阿富汗油气投资环境分析入手,分析中阿油气合作存在的必要性和意义。文章通过阐述阿富汗油气投资呈现的高危、复杂、敏感、多变这四个显著特点,重点剖析了影响阿富汗油气投资项目的政治风险、安全风险、油气环境作业风险、市场风险、经济法律政策风险、民族文化风险和技术风险,针对以上阿富汗油气投资所面临主要风险,提出中国石油企业的应对策略,确保中国石油企业的投资处于可控和经济的范围,提升其投资效益,维护中方权益,使国家的海外油气资产不受损失,最终保障国家能源安全,实现油气合作共赢。
The geopolitical factors in Afghanistan and the oil resources it contains make it very obvious under the framework of the Belt and Road. This article starts with the analysis of oil and gas investment environment in Afghanistan and analyzes the necessity and significance of the existence of Sino-Albania oil and gas cooperation. The article analyzes the four prominent features of high, complex, sensitive and changeable oil and gas investments in Afghanistan, focusing on the political risk, safety risk, oil and gas environment operation risk, market risk, economic law and policy risk affecting the oil and gas investment projects in Afghanistan, National cultural risks and technological risks. In response to the above major risks facing oil and gas investments in Afghanistan, the paper proposes strategies for responding to the Chinese petroleum enterprises, ensuring that investments by Chinese petroleum enterprises are within a manageable and economic range, enhancing their investment returns and safeguarding their rights and interests, Of the overseas oil and gas assets without loss, and ultimately protect the national energy security, oil and gas cooperation to achieve win-win situation.
