在我国四化建设中,最突出的矛盾是技术与管理落后、人才缺乏。为了改变落后面貌,更快地发展科学技术和工农业生产,面临着一个刻不容缓的任务,就是充分发挥国内现有人才的作用的同时要扩大眼界、千方百计地把国外及港澳台地区可以利用的智力资源吸引到我国四化建设中来。从一定意义上讲,引进国外智力,比引进设备、资金技术更为重要。因此中央确定把引进国外智力作为对外开放政策的重要组成部分,作为四化建设中一项重要的战略方针。一、引进国外智力工作的双重任务
