党的十四届四中全会《决定》指出:“我们党作为执政党,肩负着历史的重任,经受着时代的考验,必须加强自身建设。不断提高领导水平和执政水平。”认真学习、贯彻这一精神,努力把我省各级党组织的领导水平和执政水平提高到一个新的高度,对于深化改革、加快发展、保持稳定具有十分重要的意义。如何建立社会主义市场经济体制,在社会主义市场经济条件下又如何提高领导水平和执政水平,这对我们党来说是一件前无古人的全新事业,任务十分艰巨。建立社会主义市场经济体制,重点是搞活国有企业,难点也是搞活国有企业。我省国有企业经济约占全省经济的70%,比重之高是其他省市所不多见的。在如此繁重的国有企业改革面前,我省要成功地从计划经济体制转换到社会主义市场经济体制,在国有企业中普遍地、真正地建立起现代企业制度,就必须努力提高各级党组织的领导水平,尤其是领导改革的水平,以更好地把握改革方向,加快改革
The “Decision” of the Fourth Plenary Session of the 14th Central Committee of the Communist Party of China states: As our ruling party, our Party shoulders the heavy responsibility of history and must withstand the test of the times and must strengthen its own construction so as to continuously improve its leadership and governance level. The task is arduous. The key to building a socialist market economic system is invigorating the state-owned enterprises. The challenge is also to invigorate the state-owned enterprises. The state-owned enterprises in our province account for about 70% of the province’s economy, with a high proportion of other provinces and cities rare.
