Health care is an important cornerstone of social harmony and stability. As the main body of China’s medical and health service system, public hospitals are the public welfare institutions that undertake certain social welfare policies on behalf of the government and shoulder the responsibility of public health services and clinical medical services. Vice Minister Ma Xiaowei said in his speech at the deployment plan of the key reform tasks of state pilot cities in public hospitals in 2011 that how to lead the reform of public hospitals to the real success and how to establish a long-term support mechanism for various convenient and beneficial measures for the people. How? So that China’s public hospitals really embark on a sound and healthy development path, how to better implement all levels of government
