我国目前处于社会主义现代化建设的关键时期,但在教育、医疗、养老、反腐、收入分配等方面还存在诸多问题,各种利益纠纷繁多,矛盾冲突加剧。如何凝聚社会共识,将一切可利用的力量团结到社会主义现代化建设的队伍当中,成为一个重要课题。网络对于引导公民意识,凝聚社会共识功过兼备。一方面,它可以通过议程设置,引导公众舆论,提供民意诉求平台,为公民的政治参与提供新渠道。另一方面,网络媒介所营造的拟态环境又有别于现实生活,易出现失真、夸张、虚假等报道,在一定程度上又产生了分裂社会,破坏社会共识的后果。应当正确分析网络媒介的特性和效果,扬长避短,发挥其引导公民意识,凝聚社会共识的重要作用。
At present, our country is in a crucial period of socialist modernization. However, there are still many problems in education, medical care, old-age support, anti-corruption and income distribution. Various conflicts of interests and conflicts have intensified. How to unite social consensus and unite all available forces into the ranks of socialist modernization has become an important issue. The Internet has both contributed to the promotion of civic awareness and the unification of social consensus. On the one hand, it can set the agenda, guide public opinion and provide public appeal platform, and provide new channels for citizens’ political participation. On the other hand, the mimicry environment created by the internet media is different from the real life, prone to distortion, exaggeration and false reporting. To a certain extent, this has also produced the consequence of splitting society and undermining social consensus. We should correctly analyze the characteristics and effects of the network media, play a strong role in avoiding weaknesses and giving play to their important role of guiding citizen awareness and unifying social consensus.
