在经济体制的转轨过程中,湖北省的国有企业既面临良好机遇,更面临严峻的挑战。江泽民同志在“5.29”重要讲话中指出,要以资本为纽带,通过市场组建跨地区、跨行业、跨所有制和跨国经营的、竞争力强大的企业集团,对国有企业进行战略性改组。可见,以资本为纽带,对国有企业进行战略重组,是当前深化国有企业改革、整体搞活国有经济的根本途径。 一、资本营运:整体搞活国有经济的根本途径 所谓资本营运,从政府来讲,就是把国有资产作为一个整体和流体来经营,在明晰产权的基础上,实现国有资产的流动和重组,在流动中发展壮大。从企业来讲,就是把企业所拥有的一切有形与无形存量资产变为可以增值的活化资本,将其视为企业效益最优化的核心,通过流动、裂变、组合、优化配置
