近五年,我国平均每年新增高速公路3000多公里,至2002年底已达2.5万公里。湖南高速公路建设虽起步较晚,但发展较快,到目前为止,通车里程已达1012公里,初步形成了以省会长沙为中心,与周边地市中心城市之间由高速公路相连的“一纵四横”高速公路的主骨架。按规划到2010年,全省高速公路通车里程将达到2500公里左右,将基本形成以高速公路为主骨架的综合运输网络。在高速公路建设步伐加快的同时,建成以后的高速公路的运营管理越来越重要。为使运营管理卓有成效,计划管理、费用控制则成为不可或缺的重要管理手段。
