学科建设是高校发展的一种思路和方法,它包含了高校的人才培养、科学研究和服务社会等三大基本职能,代表了高校建设与发展的基本内容。治安管理发展中存在两个核心问题,一是人才,二是创新。人才培养是学科建设的核心,创新是实现学科发展的关键因素。这两个核心问题主要靠高校的学科建设来解决,也构成了治安学科建设的原动力。治安学科建设应当紧紧围绕使命,确立两个目标,遵循两个规律,坚持两个原则,树立两个意识,达到两个目的。
Discipline construction is a kind of train of thought and method for the development of colleges and universities. It includes the three basic functions of personnel training, scientific research and social service, which represent the basic content of the construction and development of colleges and universities. There are two core issues in the development of public security management. One is talent and the other is innovation. Personnel training is the core of discipline construction, innovation is the key factor to achieve the discipline development. These two core issues are mainly solved by the disciplinary construction of colleges and universities, and also constitute the driving force behind the construction of public order disciplines. The construction of public order discipline should closely focus on its mission, establish two goals, follow the two laws, uphold the two principles, establish two awareness and achieve two purposes.
