“咨询”的英文是“Question-Qn-swering”意思为“答问”。而“参考咨询”顾名思义就是通过查阅各种参考工具书来直接回答读者所提出的问题。1891年美国的《图书馆杂志》中出现了“参考咨询工作”这个名词、1893年美国各类图书馆普遍开展了咨询参考服务,并设立了咨询服务机构及专业咨询员。我国的参考咨询工作于本世纪二十年代从美国引进,最先成立参考部的是清华大学图书馆,接着北京图书馆成立了参考科。之后;辽宁省图书馆于1948年也开展了参考咨询服务。然
