水土保持法颁布两年来,各地都查处了不少违法案件,然而具体执法过程中有法不依、有法难依的现象仍十分严重。三原县水保监督站在执法困难面前不退缩,知难而进,经过两年艰苦的努力,终于赢得了最后的胜利。这一典型案例充分说明了法律面前人人平等,不论级别高低,违法者终究要受到法律惩罚。希望全国各地的水保执法人员从三原县水保监督站监督执法中学到经验,认真执法,坚决制止人为水土流失的发生。
Since the promulgation of the Soil and Water Conservation Law over the past two years, many illegal cases have been investigated and dealt with by various localities.
